1.Exploiting the services of a fresher or any other  individual   or a group of students.

2.Any act of financial extortion or forceful expenditure of burden put on a fresher or any other student by students.

Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults,    and stripping, forcing obscene and lewd acts, gestures causing bodily harm or any danger to    the health of the person.

 Disciplinary action /penalty  for indulging in the act of ragging

  1.  On getting the information of ragging, the Principal may convene the meeting of the HOD’s.
  2.  If the information is correct immediately convene the meeting of the anti-ragging committee.
  3. The anti ragging committee of the college shall take an appropriate decision, with regard to       punishment or otherwise, depending on the facts of each incident of ragging on its nature and gravity.

Depending upon the nature and gravity, the possible punishments at the College level can be

  1. Suspension/ expulsion from the hostel
  2. Suspension from attending classes
  3. In every single incident of ragging a first information report (F I R)must be filed by the institutional authorities with the local police authorities.
  4. Cancellation of admission
  5. Debarring from appearing in any test/ examination
  6. Expulsion from the college Suspension from attending classes

An appeal against the order of punishment by the anti ragging committee shall be made to the Vice –Chancellor of the Kerala University of Health Sciences. His/her decision in the matter shall be final

Measures to curb ragging in the campus and the hostel

General Measures

  1. Advertisement of admission (Anti ragging Law is included)
  2. Prospectus( Anti-ragging Law is included)
  3. Application Form (Consent from parents and candidates regarding Anti-ragging measures to be obtained  in English/Malayalam)
  4. Conduct Certificate/ Transfer Certificate ( Report on  behavioural  pattern of applicant, Punishment for ragging/violent/aggressive behavior)
  5. Hostel-
  6. Consent from parents and candidates regarding Anti ragging measures to be obtained  in English/Malayalam
  7.  Arrangement of segregation of freshers from immediate seniors.
  8. Reconstitution  of Anti ragging Committee  before commencement of each academic year
  9. Formation of Squad
  10. Formation of ant ragging Monitoring cell
  11. Induction Programme  for Freshers including parents.
  12. Freshers day ( to be conducted within 2 weeks).
  13. Anonymous  random Surveys.
  14. Hostel- Registration( with local police to be done).
  15. Phone facility  for the warden  and freshaers
  16. Empowerment  warden

Measures  taken  during the Commencement of Academic Year

  1. Prepare Seniors through formal ant ragging sessions ( Signature to be obtained from the candidates )
  2.  Conduct Anti ragging campaigning   through displaying Posters( showing ragging act- regulations, act and punishment, helpline) in the Notice Board, hot place, hostel, canteen etc ,
  3. Conduct Seminars and role plays related to Anti ragging measures.
  4. Form Monitoring cell.

Measures taken on admission of freshers

  1. Provide printed leaflet to fresher’s ( Helpline,  Antiragging measures, Safety Measures taken by the Institution)
  2. Conduct Joint  sensitization  programme for Freshers and Seniors.
  3.  Provide regular counseling to freshers and seniors by faculty and professionals.
  4. Conduct Classes on personality development.
  5. Encourage the students to report to the authority on incidence of ragging.

Measures to be taken at the End of Academic Year

  1. Send  letter to parents ( regarding Law of ragging/ punishments) and requesting parents to inform their ward to desist from indulging in ragging, when they come back at the beginning of next Academic session.
  2. Form  monitoring cell (1 mentor  for 10 freshers and 1 mentor from higher level for 10 mentors)
  3. Plan  and implement  Ant ragging measures for the  next academic year.

 Measures  taken in the hostel

  1. Conduct soft skill and communication skill classes to wardens .
  2.  Provide Phone facility to warden and freshers.
  3. Display of Posters containing  rules and regulations of ragging/punishment  in the notice board at places like corridors,  dining hall, study hall etc
  4. Appoint  resident faculty,  if any
  5.  Make surprise visits by the HOD, and assigned faculty.

Monitoring mechanism

  • Anti ragging committee:The college shall constitute a committee known as anti ragging committee .The members are
  1. Principal
  2. Vice principal
  3. Class Coordinators
  4. Hostel warden
  5. SNA in charge
  6. Student representatives
  7. Local Police(if available)
  8. Non teaching staff
  9. Social worker
  10. Parent of fresher and parent of senior student
  11. Social worker ( if available)

The details of anti ragging committee shall be made available on the notice board. The duty of the committee is to ensure that the preventive measures are properly taken and monitored by anti ragging squads.

  7. Nonteaching faculty

Ant ragging  Squads

Smaller bodies known as anti ragging squads  are nominated by principal for maintaining vigil, oversight and patrolling function and they must remain alert and active at all times.

  5. Resident teacher in the hostel
  6. Representative from the students

The head of the institution along with administrative authorities shall takeadequate measures for prevention of ragging. Any lapse on their part shall makethem liable for criminal action for negligence of duty.
